Consultation and consultation statement

Örnsköldsvik Port and Logistics AB hereby invites stakeholders to participate in a scoping consultation in accordance with Chapter 6, Section 29 of the Swedish Environmental Code. The purpose of the consultation is to provide information about the planned activities and to offer an opportunity to contribute information, comments and viewpoints. Consultation responses received will be used to improve the permit application and the forthcoming Environmental Impact Assessment (EIA).

We would particularly appreciate if your response includes:

  • What you are commenting on (issue/topic);
  • Where it applies (location);
  • Why it is important (potential impact or consequence); and
  • Suggestions for solutions or aspects that require further investigation.

The consultation responses will be compiled and addressed in a Consultation Report, which will be appended to the Environmental Impact Assessment submitted together with the permit application to the permitting authority. The responses will also be taken into account in the ongoing preparation of the Environmental Impact Assessment and in the design of the proposed activities.

We kindly request that consultation responses be submitted in writing whenever possible. This enables us to compile and address the responses as accurately and objectively as possible in the Consultation Report and to use them as input to the Environmental Impact Assessment.

Consultation Document

Prior to the consultation, Ecogain AB has prepared a Consultation Document on behalf of Örnsköldsvik Port and Logistics AB. Örnsköldsvik Port and Logistics AB is the project developer and operator. Environmental consultancy Ecogain AB has been commissioned by Örnsköldsvik Municipality to manage the permitting process for the project, including conducting the consultation and subsequently preparing the Environmental Impact Assessment.

The Consultation Document provides an overview of the proposed activities and their anticipated environmental impacts. It contains information about the planned permit application, the proposed activities, the permitting process, and the environmental effects currently expected to arise from the project.

The Permitting Process

The figure below illustrates the permitting process. Further information about the permitting process can also be found in the Consultation Document.

We are currently at the stage referred to as the scoping consultation and environmental assessment. This means that we are conducting the consultation and receiving consultation responses. Once all consultation responses have been received, they will be compiled into a document known as the Consultation Report. The comments and viewpoints submitted will be taken into account in the preparation of the Environmental Impact Assessment and in the design of the proposed activities. The Consultation Report will also include a description of how the consultation process was carried out.

Following the completion of the consultation, an Environmental Impact Assessment (EIA) will be prepared. The EIA is a document that accompanies the permit application. Its purpose is to identify and describe the direct and indirect environmental effects on human health and the environment, and to enable an overall assessment of the impacts arising from the proposed activities. The EIA provides the basis for integrating environmental considerations into the project and serves as decision-making material for the permitting authority.

Once the Environmental Impact Assessment and the permit application have been completed, they will be submitted to the permitting authority responsible for reviewing the case. At that stage, the permit application and its supporting documents, including the Environmental Impact Assessment and the Consultation Report, will be made available for public review.

After the permit application has been submitted, the permitting authority may request supplementary information before considering the application complete. Once any required supplementary information has been provided, the application will be publicly announced. Thereafter, a hearing may be held, following which a decision regarding the permit and any associated conditions will be issued. If a permit is granted, the proposed activities may commence thereafter.

Örnsköldsvik Port and Logistics AB aims to submit the permit application during 2026.
